There is good news and bad news about the new animal shelter for Logan County. The good news is that there is a brand new structure at three-mile-curve which could be completed in a short period of time. The bad news is the shelter is located in the right-of-way for the Route 10 road construction and has to be moved.
The landfill, which is on property adjacent to the location of the animal shelter, is also in the right-of-way.
County Administrator Rosco Adkins said he met with the W.Va. Department of Highways and they told him he would be notified the direction to go in by February 8.
“If they give me an answer, then I’m back to work putting it (the animal shelter) where we need to put it,” said Adkins, “The land fill is a separate issue. They are going to pay for the landfill since the county owns the property. We’ll have to find another location and go through the process again, but there is no problem with that.”
Adkins said the building for the animal shelter is more important. The plan is to move the building to a different elevation on the other side of the leased property, which is outside of the right-of-way. The move can be accomplished within a week once the location is designated.
Contractors are lined up and ready to complete work on the shelter, which was scheduled to be ready by February 1. The work to be completed after the building is in place includes pouring the floor, installing drains, electrical wiring, heating and cooling and fencing around the property. Adkins believes the work can be completed in a very short period of time, barring any problems or bad weather.
Once the shelter is completed, animals will have a door to go from inside to outside into a fenced area. There will be an overhang of five feet from the building to provide the animals with protection from the sun or rain. The floor will be sealed concrete so it can be hosed off and kept free of germs and bacteria. There will even be separate drains and systems for disposing of human vs. animal waste.
