Carter piles on charges after arrest on out-of-state warrant

West Virginia State Police officers arrested Ralph Carter Jr., 31, of Shanksville, Penn., after they received an anonymous tip about an active warrant from his home state.

Upon arriving at the residence, the officers located Carter, who resisted the officers as he was being taken into custody. The criminal complaint says once they had Carter in custody, he became violent and tried to hit the officers with his head. The officers placed him on the ground, where he struck the officers using his legs.

The complaint says the officers were able to subdue Carter and transport him without further incident.

Carter was charged with two counts of assault on an officer, two counts of battery on an officer and two counts of obstructing. The warrant charged Carter with armed carjacking. His bond was set at $25,000.
