3-year-old found along street Madison; parents charged


MADISON, W.Va. (AP) — Police in Madison said they’ve arrested the parents of a 3-year-old girl who was found only in diapers overnight in a street a half mile from her home.

Madison Police Chief Chet Burgess tells media outlets that Stephen Brian Ball and Norrieca Ann Bryant were arraigned on child abuse charges Wednesday.

According to a criminal complaint, a motorist who was heading to work indicated he almost hit the girl while driving on state Route 85 and called police about 3 a.m. Wednesday. Boone County sheriff’s deputies responded and Madison police helped locate the child’s home.

Burgess said it was 39 degrees outside when the girl was found near a convenience store.

The complaint said Bryant and Ball said they didn’t know how the child got out of the house.

The child was taken to a hospital for evaluation.

Officers said in the complaint that the home was filthy and covered in clothes, and had cockroaches, gnats and spoiled food in the kitchen. Bryant indicated she had taken a muscle relaxer Tuesday night.

Burgess said Bryant had been warned by police about six weeks ago after the same girl was found wandering alone behind her home only wearing a diaper.

Ball and Bryant were held on $50,000 bond in the Southwestern Regional Jail in Holden It wasn’t immediately known whether they have attorneys who can comment on the charge.
