Mitigation buyout meeting for Logan County approaches

The Logan County Commission (LCC) has announced an informational meeting concerning an upcoming mitigation buyout for properties in flood planes throughout the county.

The meeting will take place at the Little Theater in Logan High School on Midelburg Island at 7 p.m. Sunday Dec. 3.

The program will allow homeowners whose properties are located on flood planes in Logan County to sell their homes for fair market value.

The meeting is set to provide homeowners in Logan County with details and stipulations of the mitigation buyout.

Federal funds from FEMA will be used to purchase the homes by the LCC.

Once they are purchased by the LCC, the homes will be torn down; however, no permanent structures may be rebuilt on the land.

“The program is designed to the buy the properties, and, after that, they will be left as green space in the flood plane,” explained Logan County Code Enforcement Officer Ray Perry.

Perry went on to say the aim of the mitigation buyout is to take people and first responders out of harm’s way.

While the program could fundamentally change the areas in which Logan Countians call home, Perry added the aim is to make things better by proactively reducing flooding risks.

“Flash flooding is still a real issue. Stream widening and restoration is a great start, and it helps to a certain point. If you have five inches of rain in this type of topography, no matter what you do, you’re not going to eliminate all of the problems,” said Perry.

Usually, mitigation buyouts are offered in response to natural disasters, but this event is designed to be proactive.

Perry noted there are other uses for the properties like community gardens and park areas.

Perry explained, “If you are in the flood plane and the fair market value of your house is less than $276,000, you are eligible for this program. Nearly everyone in the area either has been affected by a flooding event or knows someone who has been affected. We all know how traumatic it is. This will hopefully take us completely away from that.”
