Statistics in Logan Magistrate Court for 2013 show a slight increase in most criminal and civil aspects compared to the previous year. However, most surrounding counties experienced small decreases, according to Deana Briggs, Chief Clerk of Logan Magistrate Court. Briggs has compiled the annual report for about the past 10 years.


Various police agencies in Logan accounted for 1,102 felony charges in 2013 compared to 1,016 in 2012. Misdemeanor charges saw a decrease in charges from 3,667 in 2012 to 3,541 last year. Likewise, Domestic Violation Petitions decreased from 461 to 424. Considering the 365-day year, it means a protective order was sought as on the average of more than one per day. Civil suits in magistrate court increased to 417 from 405 the previous year.


Police agencies, the Department of Natural Resources and Clean-Up Officer Ray Perry accounted for at least 2,907 citations issued last year containing 4,521 charges — mostly issued by the State Police. The total does not include citations issued by various local municipalities which were not turned into magistrate court and were assessed by the various towns.


While it is obvious the county’s law enforcement has been busy, it clearly indicates what the Logan County Prosecutor Office, Logan County Magistrates and Circuit Judges, as well as various Public Defenders have encountered compared to surrounding counties. The trend has been the same for many years.


According to Leonard Hovis, who keeps track of the Logan County jail bill for the Logan County Commission, an average of 3.4 people were incarcerated per day in 2013 accounting for just under a million dollars to the Commission which pays the bill. Considering programs such as Home Confinement, Day Report, Drug Court, Probation (both supervised and unsupervised ) offer alternatives to jail and help lower the bill, it appears to be working as the jail bill has steadily decreased since 2006 even though crime generally hasn’t.

• Kanawha (10 Magistrates): 3,574 civil; 8,887 misdemeanors, and 3,828 felonies


• Lincoln (2 Magistrates): 147 civil; 1,564 misdemeanors, and 573 felonies


• Logan (3 Magistrates): 417 civil; 3,541 misdemeanors, and 1,102 felonies


• Marion (4 Magistrates): 875 civil; 1,992 misdemeanors, and 770 felonies


• McDowell (3 Magistrates): 146 civil; 2,708 misdemeanors, and 658 felonies


• Mercer (5 Magistrates): 2,404 civil; 4,381 misdemeanors, and 2,035 felonies


• Mingo (3 Magistrates): 214 civil; 2,092 misdemeanors, and 614 felonies


• Putnam (3 Magistrates): 792 civil; 2,148 misdemeanors, and 1,140 felonies


• Raleigh (5 Magistrates): 1,240 civil; 6,401 misdemeanors, and 1,577 felonies
