STATE WINNER — Abbye Lowe, 10, daughter of Brian and Tiffany Lowe, won first place in the W.Va. Christian Education Association State Essay Contest. Her essay titled “Dreams” will be submitted to the Smart 529 essay contest for a chance to win $5,000 for college.
