The West Virginia State Police responded to a shoplifting complaint at the Wal-Mart in Fountain Place at Logan. Wal-Mart’s manager took the officers to Roy Brandon Cooper, 26, of Mount Gay, who was in the parking lot.


One of the officers recognized the suspect as one he had arrested for Grand Larceny just weeks prior. Cooper was on a $21,000 bond for that charge.


Once the suspect was detained, the officer located a green pill with the inscription Watson 403 in the suspect’s pocket. The pill was identified as Acetaminophen and Hydrocodone Bitartrate 650 mg. (a Schedule II Controlled Substance).


The officers reviewed Wal-Mart’s security footage and observed the suspect walk out of the store with a Sony surround sound system worth $278, a Samsung 32” TV worth $268 and a Linksys router worth $199.97.


Cooper’s trouble with the law was not over, while getting information for the arrest, the officer discovered the suspect failed to update his Child Abuse Registration by not registering his new physical residential address, the suspect’s employer and the employer’s address. The suspect’s criminal history report revealed he had been convicted of First Offense Failure to Update Child Abuse Registration in Cabell County on Aug. 25, 2011.


While processing Cooper, the officer was attempting to obtain his fingerprints. During the fingerprint process, the officer grabbed Cooper’s left hand to execute the prints, but Cooper tightened up his hand and started to pull it back toward his body. The officer thought the suspect was going to attempt to fight and Cooper was placed on the ground.


Charges include second offense Shoplifting more than $500; possession of a controlled substance less than 15 gm.; assault on an officer; failure to update Child Abuse Registration second offense, failure to update Child Abuse Registration third offense and failure to update Child Abuse Registration fourth offense. Bond for Cooper was set at $25,000.
