Shots fired during dispute

The West Virginia State Police recently answered a 911 call about a domestic situation with shots fired.


When they arrived at the residence in Omar, officers were met by the victim, Tommy Jobo. The criminal complaints says the victim told officers his brother-in-law, Michael Napier, the defendant, was intoxicated and started a verbal argument.


The verbal argument became a physical altercation and the defendant grabbed the victim by the throat. After a short struggle, the victim said the defendant grabbed a .22 rifle and went outside the residence, where he proceeded to yell and shoot the weapon several times over the house and into the hill behind the house.


After shooting the rifle, the report says the defendant got into his vehicle and fled the scene prior to the officers’ arrival. While the officers were searching for the defendant, they learned he had returned to the victim’s residence and fired multiple shots around it. The officers arrived at the victim’s residence and were told the defendant was in the house behind the victim’s.


Officers found the front door of the residence open and it appeared to them someone was inside. Upon approach of the residence, the officers came into contact with the defendant on the front porch.


The officers gave the defendant multiple commands, which he refused multiple times. The officers were able to restrain the defendant without further incident. When officers searched the residence, they found a .22 rifle in the back yard. The rifle matched the description of the weapon taken from the victim’s residence.


Napier was charged with wanton endangerment, shooting within 500 feet of a dwelling, domestic battery, domestic assault and obstructing. Bond was set at $10,000.
