The Chapmanville Police Department recently received a complaint about an intoxicated man causing a disturbance at an apartment.


The criminal complaint filed in the Logan County Magistrate Court says when the officer arrived on scene, he observed the man staggering around and talking to himself. It goes on to say when confronted, Elba Ray Workman, 54, of Chapmanville, had the odor or alcohol on him and his demeanor was that of someone intoxicated.


The officer noted his receiving a call on Workman the previous day for disturbing the peace outside the same apartment, where the resident had asked Workman to leave and never return.


According to the officer, Workman started screaming, cursing and took an aggressive stance, refusing repeated orders to calm down. Workman told the officer he would be “out of jail before he finished his paperwork” and the “magistrates would dismiss everything like always.”


Workman continued his disorderly behavior, exposing himself and saying he was going to urinate and defacate on the floor, spitting on the handcuffs and attempting to get out of them.


Charges of trespassing (61-3B-3), disorderly conduct (61-6-1B), obstruction (61-2-17) and public intoxication (60-6-9) were filed against Workman.
